- Preview Inquiry into the Impacts of Mining in the Murray-Darling Basin (DOC 98.0 kb)
The NFF's 21 September 2009 submission to the Senate Environment Communications and the Arts References Committee: Inquiry into the Impacts of Mining in the Murray-Darling Basin acknowledges that while agriculture and mining can co-exist, better rules of engagement and research are needed to assess the economic, social and environmental impacts of mining in regional Australia.
The NFF asserts the need to establish fair and equitable processes for managing the mining and agricultural interface, which ensures property rights of farmers and broader social and environmental issues are given due consideration by governments. Concerns also relate to the adequacy of government procedures for making sound and transparent long-term decisions on mining development that safeguard the natural resources on which agriculture and broader society rely. Ultimately, without a clear understanding of the risks from exploration and mining operations, these operations should either be delayed until the research is done, or postponed indefinitely...

The NFF's 1 September 2009 subsmission puts a broader context around the carbon accounting issues faced by agriculture, particularly in light of the international community's recognition that Kyoto rules ability to underpin domestic mitigation policies for agriculture is limited. The NFF's 10 August 2009 submission to the Interim Report of the Independent Review of the Federal Environment Protection & Biodiversity Conservation Act (Hawke Review) seeks a streamlining of Australia’s environmental law across all jurisdictions. - Preview Tightening The Non-commercial Loan Rules: Public Consultation (PDF 359.2 kb)
The NFF's 16 June 2009 submission relates to the Australian Government’s rationale for tightening the non-commercial loan provisions under Division 7A. However, the NFF encourages the Government to ensure that farmers are not unintentionally affected by the new legislation through their legitimate use of company assets owned exclusively for business use - in particular farm land. Should the Government fail to allow for this anomaly, the financial implications and resulting red tape would be an extremely significant impost to many farm businesses who currently hold their farm land within a private company structure...

The NFF's 8 April 2009 submission the Senate Select Committee on Climate Policy, noting that it is widely recognised that an emissions trading scheme is an inappropriate policy mechanism for the Australian agricultural sector. In addition to the potential for perverse economic and social impacts from the CPRS, the NFF is concerned about the potential for the CPRS to lead to significant perverse environmental outcomes in areas such as water runoff, biodiversity, and Australia’s ability to continue to make a contribution to global food and fibre supplies. This submission outlines the policy principles for appropriate climate change mitigation policy for the agriculture sector...
- Preview Impact of the global financial crisis on regional Australia (PDF 438.8 kb)
The global financial crisis heralds numerous short- and long-term challenges for agriculture, which, in turn, will impact on regional communities. To reduce the impact of the GFC on regional Australia, the NFF's 27 March 2009 submission recommends action to increase transparency on banks passing on interest rate cuts, correcting the inequities with bank deposit guarantee, investment in economic and social infrastructure, aggressively pursuing the trade reform agenda, building labour flexibility and facilitating regional tourism...

Referencing the net growth in employment in agriculture in the last five consecutive quarters, the submission strongly demonstrates the way wage constraint has assisted the sector to retain staff, poising it for post-drought recovery. A key facet of the submission highlights the parallels between wage restrain and preserving economy-wide employment levels...
- Preview Inquiry into the Role of Government in Assisting Australian Farmers to Adapt to the Impacts of Climate Change (PDF 514.4 kb)
Climate change, its effect on agricultural productivity and the policy responses to combat its effects, are of vital importance to the NFF and its members. Indeed, as they relate to farmers they are of significant importance to the Australian economy. In this debate we must not forget about the challenge that also arises from adapting to climate change policy. The NFF's 6 March 2009 submission highlights the immediate challenge of adapting to climate change mitigation policies may be greater for farmers than adapting to climate change itself. To help the farm sector adapt to climate change, the NFF recommends actions to facilitate a new model for drought support, arresting the decline in agricultural R&D, national coordination of R&D and extension services, development of appropriate climate change policies for agriculture and investment in Australia’s climatic forecasting capability...

- Preview Submission to the Productivity Commission Draft Inquiry Report into Government Drought Support (PDF 719.4 kb)
The NFF's 22 December 2008 response to the Productivity Commission looks to farming’s future and the importance of providing farmers with a suite of effective tools to manage risk, continual innovation incentives and disaster support is crucial to not just the viability of farmers, but to the ability for farming to continue to feed and clothe the world as populations boom and agricultural resources shrink while responding to climate variability.
The NFF argues that a new drought policy should be introduced to run alongside existing support programs, consistent with a commensurate level of funding towards management and preparedness, risk management tools, sustainability and recovery from drought. Within guidelines, these measures should be available to all farmers, not just those within the current EC-declared area...

The NFF’s August 2008 Submission to the Productivity Commission Inquiry into Government Drought Support calls for a new approach to agriculture policy where drought policy is one aspect within a national framework, and focuses on partnerships between government and primary producers. Under this framework, climate change adjustment tools must be maintained in non-drought years to achieve optimum results.
The NFF also recommends that an Exceptional Circumstances policy trigger is no longer appropriate under a changing climate. The National Drought Policy (NDP) principles of self-reliance and risk management remain relevant but policy measures better aligned to these principles are needed. The key platforms of this policy must include farmers' ability to access the most appropriate policy options for them, a meaningful transition period, and tangible on-farm preparedness improvements...

To do this it is imperative that training delivery and education opportunities are available and provided equitably for farmers and rural Australians so that it can benefit from high-level skills.

It provides recommendations on how to overcome some of these difficulties and calls on the Productivity Places Program to recognise farming occupations and training under the program. It also calls for: appropriate funding for the new and expanded role of Industry Skills Councils; the need for a ‘rural’ voice to be heard by the new Skills Australia Board; solution to overcome problems with training delivery in regional Australia and some unintended consequences of moving to a ‘demand-driven’ system.

While acknowledging research identifying global demand and supply drivers behind fertiliser and chemical price rises, the NFF asserts that it must be demonstrated that rationalisation in the fertiliser supply market, particularly on the east coast of Australia, is not leading to excessive profiteering at the expense of Australian farmers. This submission highlights areas that the Inquiry should examine...
